What does the #Activate Global chat in the .conf file do?

Global chat distributes via IPv4 broadcast shoutbox messages to other PirateBoxes in the same IPv4 broadcast domain. This feature was intended to work like a shared shoutbox across a Piratebox Mesh network.
By today the feature is more like obsolete and might be removed in the future.- because noone ever in testing or helping at this topic, so it does not seem relevant.
