dropdown menu

I would modificate the menu bar in the index.html and do something like a dropdown menu.
like this
projects > project 01 and add a link to a folder
> project 02 and add a link to a folder
> project 03 and add a link to a folder

question which language have to be used to do that?
Because I tried to use the 3 www school but for the moment my tries have no succeed

And somebody does have an exemple?

last question the l10n script must be disabled?

The language is HTML. An example is found here starting at line 26.
the index file you should need to modify is the index.html found in the content folder.
