i was curious if it would be even possible to install a small desktop (like openbox) to the PirateBox to use with VNC?

Yes. The PirateBox image is built upon ArchLinux , which has a wiki entry for nearly everything.

One issue, everything im seeing requires internet and im finding nothing about installing a desktop whithout internet access

You need to install a big bunch of packages to get a desktop working. So you need Internet to install a desktop :-/
